Wow. I was just researching this yesterday also. Only for the O series, it appears A,D,I,O,Q,Z were not used in the last position. But after that, PAA PAD PAQ PAZ were all used. Also no sign of OF- OI- OK- OO- OQ-. Although I'm sure I saw OKT. I found up to ORW for the O series and up to MRQ for the M series.

Forgot to say, no H seen in 3rd position for O series either, yet for the P series it is used, and all of the PxH combinations appeared first. Also with lookup, the plates should be verified to be on new cars, since there are still results for some embossed plates with older cars.

Actually PQx was issued in its entirety, but I can’t find any PxQs valid after. Sorry about the confusion

Could they be skipping combinations where plates are currently still valid for the old series?
