I’m pretty sure, basically what would happen is they offered heavy incentives on a new fuel efficient car if you had an older car that got below a certain mpg, for instance you could trade in a 1991 Dodge Caravan for a 2009 Honda Civic Hybrid and get a pretty hefty incentive, unfortunately after the car was traded in they could not be sold and had to be scrapped
