Mod can correct me on this but since when you perform a US plate check for the plate no records can be found so it should mean it is already deregistered in the US. And to drive on NZ roads you need to have NZ plates (i.e. the car need to be registered in NZ). Then it should be "License plate without vehicle"?

The VIN number is still associated with the plate? It just isn't in a format valid for civilian plate checkers
