Ah ok !!! Rare for you, but here in El Paso is a very common plate to see... On the Westside of El Paso, it becomes as common as 50% Texas and 50% New Mexico !!

The car was subsequently re-registered on local SIM plates, I see it every now and then.

The local ones from Rhine-Hunsrück District, the capital is called Simmern (the town where it was spotted). So a district is like a county in the US (similar at least), there are a few hundred districts in Germany at the moment and each one has about one to three or four (in the west) or one to six or eight (in the east) district codes. If you have more than one you can choose which one to have on the plate.
Like for example in Rhine-Hunsrück District you can choose between SIM for Simmern and GOA for St. Goar, another important town in the district. The other district codes are often coming from districts that were abolished in the last decades since there used to be hundreds of districts more in Germany, but many were abolished and unified with other districts to create less bureaucracy.

Fascinating information !! Interesting that you can choose which District Code to use !!
No choices like that here, although if you know someone somewhere else in Texas, you can use their address to register in a different County...
