I saw that in France as well. It was a warning to drivers which would soon be stopped by Police.
Actually, I'm pretty sure it's notifying motorists of a car that is involved in an Amber Alert. They put the description of a vehicle all over the radio, the news, and these signs so that somebody might find the missing child. I've been all over the US (including Florida), and police definitely do not warn people who are about to be pulled over. Also, the white car in the photo is a Hyundai Elantra, not a Civic.

Yes, Amber and Silver Alerts, the latter are incredibly popular in Florida !

Here, we don't have the Amber Alerts/Silver Alerts concept but if you have person missing, their (and if involved) their cars description gets broadcast on the radio. They also used to inform people on the Radio if their relatives looked for them (for example if they were on holiday and their house burned down or someone in the family got sick or died) and it was also an eerie feeling when the radio said: Mr. XYZ, currently driving a Silver Volkswagen with the registration AB-CD 1234, please do immediately get in touch with your relatives! But that has becoming extremely rare, as everyone has mobile phones now.
