I don't know either, I couldn't find any articles mentioning this BMW online except for one which this same BMW joining a boycott against an apartment's investor.

Or is it a car belonging to some high-ranking official? 50A-020.92 is still with me here in Biên Hoà, and I think it is the same for that car too.

I think high chance it is. Usually officials in Vietnam travel around in Toyotas, but you have to be someone special to use a BMW.
