Oh yes, I have seen it before. A vehicle was in the way and block it so it ruined my photo. It was going behind the military Lexus LS of the Department of Foreign Affairs you have commented. And it's not a Lexus LM, it's the Toyota counterpart of it, the Toyota Alphard.

I just found footage of a military plate for construction vehicles, just published today:

So they do exist!

So the KB is Military Region 2 and the L is for normal tires construction vehicle. Just like the documents said.

Couldn't believe there's one in the wild.

I do have to agree. I really thought they only appear in classified military constructions which are not revealed to the public. An information about it is already rare, but a photo is so much more wild.

I do agree too. Still curious about the military tow truck in the background though.
Also, since this excavator was seen outside a public dealership, it can be safely assured that military construction vehicles aren't classified.
BTW, there will be a parade in Mỹ Đình Stadium on 22 December to celebrate the 80th anniversary of the army. It's a Sunday, so it should be fine to go there.

Right, I remember reading it like a month ago. Since it's near my birthday (December 26), I'm pretty sure there are no reason that could stop me from going there from my parents. Maybe if lucky, I could catch 2 military VF8s.

So a quick news: The new Vietnam Military History Museum at Nam Từ Liêm District, Hanoi is expected to open around October this year. As a part of the rewards promised by my dad when I got into my first chosen school (trường nguyện vọng 1) in the junior high school graduation exam, he promised to bring me to it on the opening ceremony. So I guess this year is full of interesting events.

So the military has just decided to cancel the parade due to the dreadful aftermanth of the Yagi storm: https://vietnamnet.vn/khong-to-chuc-dieu-binh-dieu-hanh-ky-niem-80-nam-thanh-lap-qdnd-viet-nam-2324564.html
So I guess we lost it, but it's a good way to show respect to the deceased.

I didn't think about that, but that makes sense.
It says that the military exhibition is still there. But you can't gain access... What a shame.
