Judging from the red and blue lightbar and the worn out "police" word on the door, I think this is a police car, not a car belongs to the ward People's Committee.

Or probably it's an ex-police vehicle since I have seen some ward People's Commitee cars in HCMC have red and blue lights. That should makes more sense.
