I think I have a theory: while 80 area codes are crossed out, the other area codes shouldn't be. Can you fix this?

I think 80 are only for ambassadors, and 41 are the consul in Ho Chi Minh City.
That's why the red stripe is different.

The license plate may not be printed correctly.
Moreover, this is Cambodia, where diplomatic license plates only have premium cars.

I don't know how the last information is relevant to the "01" being crossed out, unless that Mercedes was using a fake license plates if that was what you tried to say. But ambassador plate for Malaysia also has its "01" crossed out too:
