According to information from Wikipedia, there are 79 embassies in Hanoi. Peruvian embassy is present, but Senegalese one is absent and even not represented as non-resident embassy abroad. It means that Vietnam and Senegal have no diplomatic relations.
However, Vietnamese diplomatic code list comprises codes for all countries of the world.
