Well, there aren't many information about how problems regarding license plates will be resolved. But what I know is that plates from provinces that were kept will continue to be issued until that number exhausted, then they will move on to the lower digits and then to the higher digits. Let's take Ninh Bình as an example: They will have 18; 35; 90 as their license plates. They will continue to issue 35 plates until they exhausted, and then move on to 18. After 18 is exhausted, 90 will be issued. Other provinces is available in the list I have sent before. And yes, reducing the number of provinces is one of the main targets from the start, as the provinces that were merged did not meet population, economic and infrastructural standards of the government.
