Well, usually there's one "official" plate with seal, front plate should have it  :) One of examples - http://platesmania.com/be/nomer13642180

+ question (mainly for moderators): should plates without that seal be tagged as non-standard?

The price for cherished plates in Belgium was reduced (again) to 1000 Euros around 3 years ago because there was a lack of interest hence the expensiveness!
It seems like the owner of BELARUS has fixed the front plate on the back (no seal)

The official license plate has been assigned to a vehicle since 19/02/2020.
