Sounds unusual, but Montenegro also uses yellow-on-white diplomatic plates.

I prefer the old type in Brazil, was a beautiful reflective blue plate and white letters

Not at all, unfortunally.
What people can do is buying a frame with the name of the city. The company name is Venhode (in english "Icomefrom") and they created this frame. Here is a photo with the frame:
