Well... Kinda. The van was imported from Brazil to the states and registered on Wyoming plates, the owner kept the original Brazil plates on the front. The Brazil isn't registered to a vehicle anymore since it's now registered elsewhere

Some countries keep the record in the database, and they might also allow the vehicle to be exported/deregistered without returning the license plates. It is presumably so in Brazil.
