This plate belongs to the vehicle in the photo
So it's not deregistered when being sold?
I presume the owner kept the plate on as a decoration
So the vehicle is now registered in two different countries?

Well... Kinda. The van was imported from Brazil to the states and registered on Wyoming plates, the owner kept the original Brazil plates on the front. The Brazil isn't registered to a vehicle anymore since it's now registered elsewhere

Then why does the Brazilian database still show VW Combi? I understand this question may not have an answer. A similar thing happens to the British vehicles imported to the US

Some countries keep the record in the database, and they might also allow the vehicle to be exported/deregistered without returning the license plates. It is presumably so in Brazil.
