BimmerDude Considering the plate has a 1996 expiration sticker and the car is much newer, I don't think it belongs to it.
Alberta actually got rid of the requirements for registration stickers a couple years back, any new plates won't have stickers at all, while older plates will have whatever sticker from the last time the plates were registered. In Alberta it's actually possible to register a car using a much older plate, the plates could theoretically be registered to a new car every single year OR it's possible that the plates have been sitting in a garage for 26 years and just recently got re-registered. By that same logic, it's totally possible that these plates are 100% decorative LOL.
