I'd say the top reason these plates are actually there is for insurance. Maybe @Helvetics knows something about the matter?

These plates are for special work and fire vehicle (Utility vehicles) and are not specially owned by a city.
It's for taxation and probably also insurance reasons. I don't know if they are completely exempt from taxation like the green agricultural plates or not though.
