How can it belong to both cars?
The owner has the two cars but only has one set of plates for his cars, he just switches the plates on the car he's using That's a widespread thing here, I know many people who also do the same when they have 2 cars! (And it's 100% legal)

How is this legal? A plate is assigned to a VIN. That's the entire point to a licence plate. If I could just assign a plate to any car it wouldn't match documents etc
Can't delete my post. Just read about it now. Interesting system... How does this work with documents then? Are the documents assigned to the plate and then insured on the VIN?
No problems with documents! Both cars have the same plate number in their documents (official document with VIN, insurance, etc.) The thing is you have ONLY ONE set of plates -> so both cars CAN NOT be on road at the same time. You are not supposed to have a second set of plates. Plates are produced and delivered ONLY by the goverment.
