You enter the Czech license plate number and a date to check, then solve the Captcha and hit Submit. The website checks whether the plate entered is or was insured to the date. If it returns nothing, you just adjust the date a few years back and try again. It's basically a trial&error method. It doesn't really tell you much, just the vehicle brand (and sometimes not even that) but it's supposed to be pretty reliable to tell you that vehicle with that plate was insured - therefore probably on the road (why would somebody pay the insurance if they didn't use the car?) Of course, if you found this plate for example, then it may have been lost, and the owner could have gotten a new plate for their car, so the car might still be on the road today, but there's no way to tell.
