He's hoping that the automated meter maid won't pick it up. Not sure how effective this actually is, some people put like a piece of paper or a "random leaf" over their plate to avoid paying for parking. The parking fee in this particular spot is 60 CZK/hour (2.38 €), because it's in the blue zone. There's a purple zone not too far away (40 CZK/hour), but finding a spot can be tricky in this area, and he probably wanted to park as close as possible to the house he's (maybe) working at (a plumber).

To me, the most annoying this is the actual act of paying for the parking. Vending machines are hard to find, the online app is annoying to use, and worst of all is paying in advance (how am I supposed to know how long my visit is going to be? I don't want to overpay nor do I want to pay over and over).
