In France changing the department (logo or color) is also considered part of the official plate and can be punished by the police, technically we can say that the owner deliberately changed his plate by putting these black stickers no ?

It's a pity that this basic difference between tags is not clarifiied in the rules. The main idea is that changing a color of the whole plate or a part of it makes it non-standard (because standard describes proper colours to be used). And changing one of the symbols (digit or letter) is a totally different case, because it makes the combination differ from the one which is stated in the documents — that is a deliberate change.

Oh yeah I do agree that we should have access to the full rules, that’s not normal, it’s just that « non standard » is like too much if only talk about 2 stickers that was bought for 5€ ahah that’s how I view that, non standard tag should be kept for heavily changed plate, full color, font or size changes and those happens a lot here
