China-licensed can got HK plates ? Not use black transborder plates ?

If the owner is Chinese - then the plates will be blue + HKG plate (in addition the car will be LHD)
If the owner is HKG - then the plates will be HKG + border crossing China plate (black plate) - the car will be RHD.
