Job transfer maybe, but I think, because it was in Brussels, it could be a diplomat / embassy employee.

It's also noticable that the car is left-hand drive. LHD cars are typically not allowed to be registered in Hong Kong, so this further proves this is a diplomat or embassy employee of some sort.
