I believe so. The only ones that are legal/standard are the white Euroband (single and two-row), black plate non-Euroband (single and two row) and the ZV plates (single and two-row). I could be wrong, but to the best of my knowledge, they're the only ones.

They would fail the NCT if they went in with the illegal plate, but Gards don't really care. Have a friend with customised plates. got told to change them once but never any problems from them

That's true. I have a couple of friends who are Gards and they said the only time they'd pull someone for illegal plates was if they'd pulled someone over something else, so I think it's generally only an "as we're here" kinda thing
