This is the first time I've seen a red Irish rear plate. I've heard of them before, just never seen proof.

This format was never used on older red Irish plates as this format was only introduced in the 1980, so this is a non-standard plate where the owner wanted a red plate, but with the newer fromat (officially illegal, but very rarely enforced)

It is odd that the format is that of post 1987, was it mandatory to change registration if you had a car older than the current format?

I don't think it was mandatory as there are still quite a few old Irish plates around. The owner of this car, or a previous owner, might have had to change it because of tax or insurance reasons or for change of ownership status
