The plate that you see below the Italian is from the unrecognized Principate of Seborga, and belonged to the prince Giorgio I Carbone of Seborga. When the prince passed away in 2009 without leaving heirs his car with the very first license plate of this small country was abandoned and is still sitting there with other cars. Citizens of Seborga are allowed by the Italian government to use their own licenseplate only added to a legal Italian one and not closer than 20cm from this one.
