Indeed, only three provinces (Milano, Roma and Torino) switched serial letter from the first position to the last one.
Moreover, letter B was never used on the last position, as well as on the second and third positions.

could be... probably was 517238, the letters font seems perfect like as originally plate and i cannot see imprecision o manual correction, so is a nice (artigianal?!?) re-production whit 8 changed in B... In USA maybe not cared that little "historical particular", and registered this car whit this code..
