There is no seal behind.
Number "57" for engines <1999 cc. Elgrand engine diesel V=3000 cc.
So the license plate hangs for beauty.

Which looks cool at a car show, but not in everyday traffic! This is a traffic code violation and during roadside checks, this offense can result in severe penalties. I don't think that the owner is such a fool, so besides that I'm not an expert of JP plates, this plate is not just hanging for beauty - in my opinion. Something else lies behind this thing.

It may not have a front license plate. I personally met such a car. The licence plate hang for beauty, front and back. Some people take risks.
