I saw exactly one foreign plate, an US government plate.
Seoul is a really fascinating city, but plate spotting is to be honest not the most thrilling (but I was aware in advance).
As it's mainly Hyundai-KIA-Hyundai-Hyundai-KIA-Hyundai, mixed with a bunch of Porsche, BMW, Mercedes, Volvo and Audi. Every now and then a Honda, Peugeot and luxury brands (RR, Ferrari,...).
But no older cars at all - like 80ies cars, which I like most here in Europe
