As indicated by Platesmania itself, red plates are trailer plates, not a foreign travel abroad one.
Morocco issues travel abroad plates, which should technically be used by all drivers abroad... but are barely used and thus rare:

English please, I don’t speak Russian quite obviously lol.
(and no, it’s just the same plate, but with a Roman character added under the Arabic letter (either A, B, H, E or T). But again, these are extremely rare and Moroccans usually keep their Arabic plate when travelling outside.
