If that is true, I'm not seeing the point why there is a separate place for individual license plates. Yesterday this spot was in there, but now not anymore.

Likely based off what was seen on Wikipedia. Per the 2016 licensing rulebook, such vanity plates do exist, and they can contain up to nine characters.
