Yeah that was probably the case. Coahuila is right next to Nuevo León and there’s many people with Coahuila plates living in Nuevo León so it’s very probable they’re a family hahah. It’s nice you got to spot them all the way over there.

Yes, it’s possible. You’d have to go to Coahuila to do any paperwork needed or renew your license or license plates though. But yes, there’s no impediment to living in another state with other state’s plates. Only Jalisco and Mexico City have limitations to my knowledge and you have to have a permit that expires to drive around with out of state plates excluding Morelos. In Nuevo León’s case there’s no problem, there’s tons of Coahuila and Tamaulipas plated cars driving around.

Sure! I forgot to mention that you obviously would need to own a property in the state you want to register your car in, so this means that most of the people with out of state plates own a property in the state they registered their cars (because for the government they technically live in the state they registered the car).
