I don't know if they're still legal, but I think that as Kosovo plates are illegal in various countries (especially Serbia), Kosovo government still issue Serbian plates, used only for foreign trips! Sonic, is it correct?

Everything is complicated regarding KS.. Nope, Serbian plates are not legal on Kosovo and vice versa. (Even though I spotted some KS plates in Southern Serbia!) There were various cases where Kosovo police stopped SRB cars and took away their plates. These Serbian plates with Kosovo codes (PR, PE, ĐA, KM, UR, GL, PZ) are issued to people who want to go to Serbia and who want to make some other foreign trips as Helvetics said. And they are also issued to asylum seekers, people who fled Kosovo and can't return home and even to some members of the army! But most people on Kosovo who want to travel abroad opt to take either the plates from the new system (01 111-AA) or the ones from the previous one (111-KS-111).

I talked with some friends and relatives from Serbia about that and heard stories from Serbs who live on KS and found out that almost nobody with SRB plates dares to drive there as they will immediately get fined or their car or plates taken away. And I heard that Serbs who live down there have double plates and have to pay double registration, one in Serbia and one in Kosovo.
