Badass plate. Here in Loznica, official vehicles (if there's any) appear to use regular plates. The only other plate with three zeros I've seen is AL 000-AA for which I think that it's a specimen.

Possibly because it got its plate plausibly during 2011, then abandoned due to new municipal vehicles and/or just getting broken...
