Why are all the Đakovica plates 001?

So, if I understand correctly, they start with 001-AA in Serbia, and when the last 001 is issued, they switch 002-AA, not the other way round, as in France e.g.
I assume that there are only 001 plates uploaded, since Dakovica is in Kosovo and there are not many Serbian plates issued there.

You're right, there are so little plates there, as 07 plates are far more common there.

Because serial letters have higher priority in changing sequence.
