I've spotted a Belgrade plated car with a plate like that here in Bar and I've seen loads of covered plates in Niš and near Raška as well. I'm not sure why didn't the owners remove those stickers when they got back home..

Well I can assume it's because of proximity to Kosovo and forgetfulness of drivers.
