Great spot! 
This code is incredibly rare, and I have managed to see only three such plates in my hometown, of which two were luckily spotted. In contrast to that, plates from Šabac (ŠA) can be more common because of the highest series (ŠA 18x vs SA 04x) reached so far.

You're welcome. Surrounding codes like BT and KA can be far more common for me than that, which is something I graved for some considerable time to spot.
