What they drive in Jagodina? Carriages? how are they still in JA***AR?  :jokingly:

Serbia follows the numeric change, not the change of letters. For example, JA 001-AA, 001-AB, 001-ZZ, then goes 002-AA etc. If Serbia had the ''classic'' system with the letters changing, Jagodina (which has around 51k registered vehicles) would be somewhere at JA *CD series. But that being not the case, the current highest is JA 097 so this plate you spotted is pretty fresh.  :)

Note that the number of registered vehicles at any moment in a given municipality never matches the amount of license plates issued because the plates cannot be transferred (unless in case of owner's death or if it's a vanity plate). Loznica might have just 30k+ registered vehicles at a given moment, but also take other municipalities under the same code and it kinda may explain how is it unusually high (presently at the 142 series, most likely 144 by the end of the year and possibly 160 by the end of 2023).
