Note that the number of registered vehicles at any moment in a given municipality never matches the amount of license plates issued because the plates cannot be transferred (unless in case of owner's death or if it's a vanity plate). Loznica might have just 30k+ registered vehicles at a given moment, but also take other municipalities under the same code and it kinda may explain how is it unusually high (presently at the 142 series, most likely 144 by the end of the year and possibly 160 by the end of 2023).
