Why do some car have a Serbian plate for Kosovo regions? Can you choose whether to have a Serbian or RKS plate?

It's a very complicated matter but I'll try and explain it. These Serbian plates with Kosovo codes (PR, PE, ĐA, KM, UR, GL, PZ) were issued to people who wanted to travel to Serbia as KS plates were illegal. So, most people had double plates (both KS and SRB) and had to pay double registration. Later, KS plates issued by the UN (123-KS-456 format) were allowed to enter Serbia and Serbian plates with Kosovo codes were allowed to go to KS as well. But things got even more complicated when KS started issuing their own plates (01 123-AA format) and forced people with Serbian plates to change to RKS ones. Serbia banned those new plates and after years of hassle and involvement of the EU, these plates were allowed to enter Serbia only if the symbols were covered with white tape. Same rule applied to Serbia. But nobody was happy with such solution and again, after a lot of pushing of the EU, white tape was abolished and both, RKS and SRB plated cars can go freely on both territories now. The only exception which stands is, that Kosovo has completely banned Serbian plates with Kosovo codes and said if a car with such plates enters Kosovo, the plates would immediately be confiscated.
