It is common that once people receive their overseas delivery vehicles (such as Volvo), they leave the temporary export plate on the front, sort of as a status symbol. Utah used to be very lenient and not really enforce a front plate law, and now, as of January 1, Utah only requires the rear plate to be displayed.

I forgot USA's states have different laws about licence plate requirements. Very interesting though! Thank you for the information ^^
