Why is a black? Is this millitary plates or other country?

In Singapore you can choose to either have black plates or UK style (white front, yellow rear) plates. Most people choose black, and it's a standard plate colour for other neighbouring countries too

For three countries only: Indonesia, Malaysia and Brunei. Myanmar is too far, I think.

Black plates look cooler in my opinion, partly because they are of the same color both front and rear in this case. They might be a bit old-fashioned (especially as a lot of countries used them in the 20th century), but they now seem interesting in the present mostly white-plated world.

Vanity plates only. Regular plates continue to use the old font (with a peculiar slashed "O" rather than the zero).
