I think it is not autonomous because it has a stearing wheel.

It is, some autonomous vehicles have steering wheels.

Most "autonomous" vehicles have a steering wheel. I still don't believe the technology is there yet for a vehicle to be able to drive 100% all the time on its own, so obviously manual controls need to sometimes be used.

I see.

I was passenger on some autonomous busses and they don't have stearing wheels.

It says that this one was "on trail" meaning that they may still want it to have the capability to drive normally if need be or if there are issues with the autonomous functions.
