Because there's a huge Montenegrin-Serbian community in the USA and they like bringing their cars for holidays here, mostly for show-off but it's also cheaper than renting a car for a bigger period of time. They usually stay for several months until they get back on US soil. And yes, they're very common, especially during summer months where you can see over 10 US cars daily!
