It bugs me so much that the letters and numbers are different sizes on PA plates. It makes vanities like this look so bad

I'm a graphic designer and part of my job is to making sure type is set properly and it doesn't look like this lol. I don't understand why Pennsylvania did that.

Not really, It is also a visibility problem if things are different sizes and all the characters are meant to be read together
