My guess is that they legally transferred the plate as a vanity or transfer to the new base and keep that plate on the car because it is the same combo, I have seen some people running this VT base but the plates come back, meaning they got transferred but keep the old ones on the car

I doubt they ever will be. No point in spending time to produce that plate because its not even a legal base and hasn't been (in the case of this VT one) since 1990

This is a vanity plate, VO, not V-zero. Notice there is no month of expiration, vanity plates for some reason do not show the "NOV" in the upper left corner.

I should also add that before the dies were updated, a zero and O looked nearly identical. The O has been updated to be more squared off and distinguishable since.
