Well, that's annoying.

Toyota - especially 4WD - is incredibly popular in West Africa, they're durable and parts are cheap. My guess would be the Lexus was also imported to Nigeria at some point and they just put its plate on the unregistered Toyota to avoid driving without plates.

Mind you, I've seen tons of people on the road driving with no plate(s) whatsoever, let alone with a transferred plate.
Even in the small likelihood that you might get stopped at a checkpoint because of it, I dare say a little palm-greasing works wonders.
