In Ukraine, US plates are used until the car is cleared by customs and registered (usually 1-2 weeks), the police know about it.

Interesting, because usually the plates that are spotted there are not the ones original to the car (they usually come back registered to an entirely different car)

The US plate is a sign for the police that the car is from the USA, and they have no questions for them.
