To me this actually looks like a reproduction remake plate made by Licenseplates.tv, people have them reproduced because it's cheaper than having someone restore one typically. Not technically legal but the police don't really care usually

I guess so! Although it's usually extremely hard to tell except close up, this one I can tell. The slight font difference and the fact that it looks restored is usually a good sign
