More specifically, it's the A123B format which progresses differently from the rest and uses different letters in certain counties. Otherwise it seems to progress entirely right to left, 0-9 then A-Y in each position.

I never noticed that before but it makes a lot of sense given some of the plates I've seen.

Certain counties use a different set of formats, and the ones with the other set of formats are the ones that progress in the 12A345B format differently
