I wonder what the traffic police is doing here, with street-side stalls and mini chairs right there.
On an unrelated note, is it true at Hà Nội people don't care of red lights?

Well first of all, there are 2 police officers inside a small police booth behind the motorcycle. And believe it or not, at night people usually hang out infront of that booth, drinking and chatting since there are a lot of street-side vendors there. I don't know why but my guess is that the area in the photo is populated so they want to attract more people.
And the second question, I hate to say this but it's true. Although for the past few years there have been less people run red lights but it's still common. One of the main reason is crowd psychology, at first they may not run the red light. But after seeing others doing so, they might run the red light. Other reason is that people have no respect for the laws; when there's no police officers around an intersection, they definitely will run the red light. Another reason is that the punishment for motorcyclists isn't strict enough when they violated the law. So in conclusion, people in Hanoi don't really care about the traffic laws. The government and the police have tried to reduce this but they can only reduce a small number, not all.
