Maybe the local authorities can not recognize such rare plates. In Budapest there are also so suspicious plates (Cook Islands, Belize, etc., I think those are often fake plates.

But borderguards on the EU-CIS border, who are responsible for these permissions, can do this; they check vehicle registration certificates. Finally, they permit vehicles with those plates to the EU.
